Open access to scientific publications in Europe is becoming standard in the new Framework Programme Horizon 2020, commencing in 2014, will be implemented on a pilot open data. Open access to publications and research has been recognized by the European Commission as one of the main ways to spread knowledge and increase innovation in Europe. The effect of this is the announcement of the introduction of the obligation to provide open access to all scientific publications funded by the Horizon 2020 program (EU Framework Programme for Research and Innovation for 2014-2020), whose solemn inauguration of Poland will take place this week. According to the recommendations of the European Commission, the EU Member States should ensure open access to scientific publications resulting from research funded with public funds, by defining and implementing a clear strategy in this regard.
